In our catalog of 101 devices, 31 list a frame rate of 9 Hz or less. The vast majority come from Western brands: FLIR, testo, Bosch, Fluke, Seek Thermal, and Klein Tools account for most of the list. Two Chinese exceptions identified so far: the Hti HT-A1, and especially the Autel MaxiIRT IR100, an automotive camera sold by a Chinese manufacturer but capped like a Western device — likely because it primarily targets the North American market and follows its rules out of commercial caution rather than direct legal obligation. Most of the HIKMICRO, TOPDON, InfiRay, UNI-T, and FOTRIC devices in the database, by contrast, run at 25, 30, or 50 Hz.
It's tempting to conclude that Western sensors are outdated. That's wrong, and the truth is more interesting.
A regulatory limit, not a technical one
The nine-frames-per-second threshold comes from the Wassenaar Arrangement, an international agreement on the control of dual-use goods — items usable for both civilian and military purposes. The United States implements it through its EAR regulations, the European Union through its dual-use goods regulation.
The reasoning behind it is simple. A thermal camera with a fast refresh rate can track a moving target. That's the basic building block of a missile seeker head or a targeting system. Above nine frames per second, the device therefore falls into the controlled category, requiring an export license to be requested country by country.
At or below nine hertz, it falls outside that category and sells freely. American and European manufacturers therefore deliberately cap the firmware of their building and consumer ranges, to spare themselves costly paperwork in every market.
The proof from Fluke
One manufacturer removes any possible doubt. Fluke sells the exact same device in two versions, under two separate model numbers: one at 9 Hz and one at 60 Hz. Same sensor, same optics, same electronics, same housing. Only the frame rate changes.
And the range's 60 Hz model is advertised by distributors as deliverable only to the United States, Canada, and Puerto Rico.
The sensor is capable of it. It's the software that holds it back, and it's regulation that holds back the software.
FLIR takes the caution even further: its TG165-X isn't at 9 Hz but at 8.7 Hz. A safety margin below the threshold.
Why Chinese manufacturers aren't subject to it
China is not a party to the Wassenaar Arrangement. Its manufacturers are therefore subject to neither the American EAR nor the European regime for their exports to Europe. They ship 25 or 50 Hz devices with no difficulty.
This isn't a gray area: these devices are legally imported and sold in France. Notably, HIKMICRO even mentions the Wassenaar Arrangement on its own datasheets, as a warning to any buyer who might want to re-export, but it doesn't cap its products.
Does it matter for you?
That depends entirely on what you do.
In building diagnostics, the difference is invisible. You slowly scan a wall, a window frame, a ceiling. The scene is still and so are you, more or less. Nine frames per second is plenty, and no certified thermographer complains about it.
In mechanical maintenance and automotive work, it's a real handicap. The moment you move the camera or the object moves, the image lags and smears. Spotting a hot bearing on a running machine, tracking an engine cooling circuit, inspecting a production line: that's where 9 Hz gets in the way.
In observation and detection, it's a dealbreaker. But that's not what these devices are used for.
The takeaway
Frame rate is not an indicator of a manufacturer's quality. A FLIR E8 Pro at 9 Hz remains an excellent device, with a 320 × 240 sensor and a spatial resolution of 1.8 mrad that few competitors match.
But if your work involves motion, you're paying dearly for a regulatory constraint that doesn't concern you. In that specific case, and only that case, Asian manufacturers offer a real advantage the price doesn't reflect.
